Agreed. I'd add 2 things.
1) all new buildings built to Passivhaus standards.
2) Green spaces and trees part of all development. Trees are a great way to reduce pollution and regulate urban temperatures and councils/developers need to be encouraged/forced to plant trees in urban areas.

Ability to enforce most rules seems to have atrophied except protesting against the govs policies. Same insurance rules should apply to anyone digging up the roads. Most potholes are from substandard repairs following work by utility companies. 10y warranty would resolve the pothole issue too.

10 year mandatory warranty as a condition of planning permission would sort that quickly. With the warranty delivered via an insurance policy to ensure that competent people can be hired. The insurance companies would be quick to price the quality of the workmanship.
