From my point of view, if you are testing implementation details you are not dividing the code into small enough pieces. The implementation details are the "api" when the level is low enough. Bonus feature, the tests then also show the responsibility of each class/function.

Story over mechanics. Player and GM interactions, what engage and what don't. Narration vs discovery, inner and outer dialog. All that stuff that actually create the experience of roleplaying.
