I dunno if its quite the same, but lots of old jrpgs are riddled with just destroying towns which are basically safe space hubs. FF2 or SMT are the earliest in that regard if that counts.

Its well loved in my friend group, I just remember people somehow complaining about the car physics when it came out. It has a learning curve but when you get it its so much fun to just drive around.
