Interesting question, depends on how the law was defined. Illegal to set up a point to point encrypted connection? I'd have to find a new job as I work remotely.

Wouldn't block a self rolled VPN though, the most determined could just spin up an ec2 in whatever region unless there's a plan to block all AWS/Azure/GCS.
