I'd argue China has two things in mind here for carrier:
1) aircraft carriers are great in small conflicts against adversaries like the Philippines
2) they don't have to worry about US fielding ultra-long range antiship weapons, so they can stay well outside our WEZ. (Their DF-27 reaches 8,000km)

Not defending NYT by any means, but aren't there better ways than aircraft carriers to get our munitions into the Strait? I'm not sure I'm willing to place a $13B bet on the *potential* shortcomings of the DF-21/26 killchain.
