I would think those PHP versions are definitely EOL.

I would think those PHP versions are definitely EOL.
Like it or not many using WordPress (I say many because I see them often but “enough” also works as a word) still use and you could say “stuck” on that version. My plugins “support” 7.4 for this reason with some options disabled.
