Since locality is a constraint of spacetime, quantum mechanics should be thought of as a point of interaction between two systems. The interacting system pushes spacetime to its limit of non-locality.

The most reasonable solution, IMHO, is that the Planck scale is the non-local tolerance of space-time, and relativistic effects are a mechanism that restrict non-local actions to that scale. When a particles time evolution develops at a lower rate, it's non-local action is contracted.

Locality is a constraint of causality, saying that nothing can break the speed of light is like saying that a triangle has 3 sides. Yet, we can't explain observations at the Planck scale while maintaining locality. So we don't just have conflicting theories, we have conflicting observations.
