But the roll out had been piecemeal in England while Wales only accounts for a small proportion of the deaths and injuries. The effect of a full roll out would be much more significant.

I haven’t read the book, but did watch the film. It’s fantastic, but horrible. I had nightmares about the horrible future in store for the protagonists. It really disturbed me to the extent that my wife said if she left me she’d leave a copy of it out to send a message.
