(3) the "high strangeness" details may have been embellishments to whatever unremarkable event he described originally. I have documented some egregious examples of Stanford's proclivities in this regard in the article linked below, and elsewhere.

(2) that Ray mentioning that he saw a UFO while walking the dog may have made little impression on those of us on the staff. Also, the letter to the IUR was written more than four years later. I have documented in great detail how Stanford's individual UFO stories morphed and "grew" over time, so

(1) I worked with Ray Stanford on a daily basis in 1977, as a member of the Project Starlight International staff; there is nothing in my journal to indicate that he told us about seeing anything extraordinary on November 10, 1977. But then, Stanford claimed to see "UFOs" so very often...

8) In addition, the official report (no. 119-39) of the Senate Armed Services Committee on S. 2296 contains two directive sections dealing with the operations of the All-domain Anomaly Resolution Office (AARO), on which I reported on July 19, 2025, in the post linked below.

SENATE ARMED SERVICES REPORT SEEKS "INTEGRATED SENSING ROADMAP" & 5-YEAR PLAN FOR PENTAGON UFO OFFICE

The Senate Armed Services Committee has filed its official report on the FY 2026 National Defense Authorization Act (NDAA, S. 2296). With respect to Unidentified Anomalous Phenomena (UAP), or UFOs,

7) S. 2296 already contained three modest UAP-related provisions that were incorporated into the bill in the Senate Armed Services Committee. I described these in a post on July 16, 2025, linked below.

SENATE ARMED SERVICES COMMITTEE INCLUDES 3 UAP PROVISIONS IN NATIONAL DEFENSE AUTHORIZATION

A 🧵

1) The National Defense Authorization Act (NDAA, S. 2296), approved by the Senate Armed Services Committee (SASC), includes 3 sections with language related to Unidentified Anomalous Phenomena (UAP).

6) One of the amendments adopted, on a voice vote, was the Cotton-Gillibrand amendment #3759, making various changes in current law intended to beef up authorities to counter incursions of Unmanned Aircraft Systems (UAS) in certain military areas. This is a refinement of S. 1793 (the "COUNTER Act").

5) That final version of the FY 2026 NDAA will be presented to both houses, without option for further amendment, and it will pass. An NDAA has been enacted for each of the last 64 years running.

4) After finishing with the two lists of amendments, the Senate passed its version of the FY 2026 NDAA (S. 2296, as amended), 77-20, advancing it to conference committee, which will craft a final version of the NDAA before the end of the year.

3) The Senate also held 2-minute debates and votes on 17 other amendments, adopting some and rejecting others. Unsurprisingly, the UAPDA was not on this "debatable" list, either.
October 10, 2025 at 1:30 PM
2) The Senate finished its work on NDAA under a "unanimous consent" agreement that listed 48 amendments that were adopted en bloc, on a voice vote, without separate debates. The Schumer-Rounds UAPDA amendment (no. 3111) did not make it onto this negotiated list.

6) On October 7, 2025, the full Senate approved the Christopher Fox nomination as part of a bloc of 108 nominations to various Executive Branch offices, all by a single roll call vote of 51-47.
