I see your point. But China is the largest goods supplier to the U.S. (they import $400 billion/year). Also, the U.S. can’t easily replace Chinese manufacturing capacity which US companies need. Plus they can restrict access to its 1.4 billion-person market, devastating to many US industries.

It's an idea. I agree this would be serious pressure. But it's still Canadians that pay the export tariff. One might say, "Then, we'll just raise the price on these goods" but some of this stuff is bought on contract with fixed prices. There would be legal repercussions for breaking these contracts.

What I'm saying is I think Trudeau put them in and Carney reviewed it and seemed to disagree with that move so he took off a lot of these tariffs.
