It was his comment on bringing actual weapons to this bar fight, which was a stupid thing to say. But they should have let it go. Because, they know he doesn't mean that literally.

They didn't actually change the number, this is actually a different formulation. There were always three or so versions of it and they specifically banned one of them earlier, but not all red dye. Which might seem crazy, but that's what happened.
