Anecdotal, but typically these are cash transactions. Both parties do know it’s illegal. And that hurts everyone.

In my experience it was not minimal. What is tough is the illegal immigrant has well done forged documents. The employer has filed appropriate new hire paperwork. That’s how SSA etc. gets their $ due. The illegal ee of course gets no benefits cuz forged docs.

By law, employers are fined.
