Alastor is trying to game the system to afford himself a comfy, fulfilling life, but inevitably gets entangled in the corrupt reality of it all. Alastors anger for higher ups comes from a strong rooted inferiority complex leading to a superiority complex
might I add that Alastor most likely spent his whole living life in racist segregated America

Lucifer now is an interesting one . They’ve never met before but the distaste is strong . If we wanna assume that his hate has nothing to do with plot and is more towards Alastors personal character then we can infer that Lucifer is an archetype of power that Alastor doesn’t enjoy very much -
