Oh, absolutely. But Vivec is a bit of a creator's pet so he doesn't get that aspect of his character critiqued in universe, really. (maybe in ESO but i haven't played it)

in a setting with actual gods, it can be justified, cause otherwise you're living your life at their whims and a lot of them are arseholes.

off the top of my head you got the altmer in the legion camp who hates the thalmor, the guy in falkreath who regrets fighting for them in the war, and probably some others i'm forgetting.
