It's not clear to me that he was outmatched. Both were on the football team and were athletes. I don't see one football athlete being afraid of his peer, who he matched in athletic ability. Plus, he had a knife, which put the situation in his favor.

No, because federal law does not support the death penalty for a 17-year-old. Even if he were 18-years-old, the actual crime does not merit a death penalty sentence.
