Yep! I've never encountered it outside of big cities, but I've been told the assumption was that you were bringing your own from a previous place. My current apartment charged us a "premium appliance" fee for it.

This actually isn't just the UK either. Here in Los Angeles, it's super common for rentals to not have a fridge, but will supply one for you if asked, sometimes at extra cost.

I mean what's NOT fun about a "bathroom" with 3 sinks and literally nothing else in it?
