There's no better sales line than "more bang for your buck". Corporations get that logic and that is why they embrace new boring energy saving technology at a much greater rate than individuals who are motivated by much more than price.

People paint him as a saint. Maybe it's ego? Maybe he is just pissed because his signature unpopular punitive projects were being axed so the gov't could actually survive?

His punitive policies would have only lasted a few months before the imminent electoral defeat largely due to them.

This is 100% true. The outcome is incidental. It's about who is pocketing the most money. Construction companies, concrete companies, equipment rental companies, etc.

For many years Metrolinx has turned into a big construction company that happens to run some trains. The goal is to spend money and keep the construction industry busy. Transit is an accidental beneficiary at best.
