imo the thing to watch is businesses. c3s will keep doing their thing, and yes that will include an admin rate. mutual aid groups will likely just buy food/items and get it out to people. but the businesses that took an influx of donations will have the biggest incentive to just count it as revenue

imo centeno & cohen’s 2011 division of neoliberalism into 1) economic policy; 2) expression of political power; and 3) culture/ideology is helpful. frankly 1&2 are over and done with. but 3 is still alive, of the neoliberal mode of governmentality type (which PPP could be!)
