You don't have to believe me, but when Trump posts something, or when he issues and excutive order, or when he says something in front of a spinning helicopter, he doesn't create a law. Congress creates laws. Trump controls the operation of the Executive Branch, within the law.

No question Trump had a left-side stroke. How severe it was and how debilitated is he? The aphasia is going to get worse, and it has many symptoms, including problems understanding directions, difficulties in speaking, and problems with simple tasks like telling time, writing, and counting.
