📌 Within this framework, the aim of this report is to investigate the governance arrangements underpinning the national policies addressing IMW in the F2F sector in five EU Member States (namely 🇩🇪, 🇮🇹, 🇵🇱, 🇪🇸 and 🇳🇱) and two Associated Countries (namely 🇲🇦 and 🇺🇦) in the period 2019-2024.

🤔 Criminalizing migrants does not work. It is unenforceable, encourages exploitation, and causes insecurity. That was the central message of the protest on September 7, 2025, at the Malieveld in The Hague, organised by the FNV Migrant Domestic Workers.

🔍 Drawing on fieldwork and insights from a national stakeholder meeting, the brief proposes concrete solutions to improve legal pathways for labour migrants, such as improving extra-quota entries; issuing a residence permit for pending employment; facilitating the transition from study to work.

🔍 In 2024 alone, 14,000 workers (out of 24,151 visas issued) arrived in Italy only to find that their prospective employers were no longer willing to hire them - due to the long delays between the initial application and their actual arrival - leaving them at risk of falling into irregularity.
