At least for me, conditions seem designed for in ttrpgs semi-complex bespoke combinations of things. Which there are a lot of for debuffs that are widely used by everything in the game, but that isn't the case for buffs generally speaking.

Thinking on this more as I said I would do, I think it might also have something to do with relation to length. I don't think having an edge on your next test is worth a condition like empowered as compared to something like restrained which is a more complex set of circumstances.

I don't know that there would be much of a mechanical difference, but I do think there would be a psychological one. It's definitely something worth thinking about more.

I think it's because positive conditions are generally better done bespoke to give the players classes more niche protection. While monsters don't generally need to give positive conditions. The negative conditions can be shared between players and monsters with minor additional riders.
