Yes, tariffs on the import of zero RU goods would have no effect. But secondary sanctions on the export of Chinese goods to RU would be devastating

Completely agree. They do work in the medium to long term as long as the threat of secondary sanctions are enforced. The Chinese are opportunists and will play both sides to achieve their goals. But I think they would drop RU in a heart beat if their exports were in danger
