Is a pretty well known piece of trivia that a lot of silver age comics were made cover first: come up with an attention grabbing image, pass it on to some poor writer who had to reverse engineer a story.
I rarely see such an obvious example of this happening though. I love it.

I definitely think they *could* have kept it going. They just… did the exact opposite thing they should have. It should have been back to basics, a new Phase 1. Set up a new batch of characters slowly, have some stand alone adventures. Then bring it together. Instead they… didn’t.
