Das Umlagesystem hat nach dem Krieg eine Zeitlang funktioniert und war sinnvoll. Aber es ist inzwischen seit mehr als 40 Jahren bekannt, dass es demographisch keinen Sinn macht es fortzuführen. Es braucht ein System das nachhaltig ist und nicht mit 1/5 des Haushalts bezuschusst werden muss.
