It's not the rules of war they wish to alter. It's the domestic tradition of non-interference they're attempting to end. The US military has long avoided any call to engage in policing the American people.

I'm not so sure. The fact that they seems to be employing them and that they are surviving indicates to me it may have been wise to properly prepare the Ukrainians before sending the aircraft. It's one of those hard to prove things.
