Your UEFI/BIOS should have options for fan control, you should be able to deduce which it is from those settings

A big enough piece of dust, or a fine enough piece somewhere critical, can make a high pitched whining sound as it rubs against the plastic I believe. Also, disrupting the path of a fan can cause it to make repetitive noises that can sound absolutely horrible (which dust etc can also do)

i think judging by their behaviour over the last 10 year they may not actually think it counts as winning an election unless you get 100% of the votes

Yeah definitely don't wanna downplay the damage that kinda behaviour can cause - I've had ppl irl worried about social murder when talking about their literal actual rapists still booling around, I think misuse of this kind of analysis is quite bad
