Only in the post Bungie games on both counts. In the books (which have dubious continuity and I'm not going to count) and 343 games Halsey was still entrusted with success iterations of the Spartan project. And we hear the latter go rogue rarely but never see it.

Personally I'll take my freedom of speech. I'd rather wade through half a dozen morons than miss something from someone who actually knows what they're talking about but might not have the qualifications on paper or is just asking the right questions at the right time.

The UNSC is a fascist project. They're a military oligarchy, complete with secret police and horrifying levels of information control. The 'lord' part of Lord Hood is the telling part. They made the Spartans years before the covenant to suppress human rebellions. Halo sells them as heroes.
