We need to look beyond the "watercourse" to govern water resources at the global level. Their recognition as erga omnes obligations can help in cultivating greater solidarity between the community of watercourse states around the world. Let's make a truly "international" international water law!

Tensions continue to rise as Pakistan and India reciprocate. Cooperation is of the utmost importance and water should, as much as possible, be spared from these rising tensions.

Even if the Treaty, negotiated with the help of #WorldBank, is suspended, both States are entitled to an equitable and reasonable share of the waters and both must take due diligence to prevent significant harm (including from low flows of water) to the other.
