Tech creature here. Because they're putting data centers in impoverished neighborhoods, I would advise against a nuke.
However, an Electro-magnetic Pulse, which is a byproduct of nuke that can be caused in an isolated manner would be a safer option.

Yeah it's some kind of morph cut to merge two clips together. I'm pretty sure a lot of this is merged and they told Trump to stay still and only move his mouth because he never speaks at length like this without pauses.
Probably is AI modified rather than using real editing tools.
