Could be. The uk seems to be set on replacing gas boilers that heat water with heat pumps to do the same. Rather than fitting air to air heat pumps. A lot of the complexity seems to be in the flow rates to achieve optimum efficiency in an air to water heat pump where the pipe sizes are fixed.
