All of these rabid maga red states harassing their public universities are 100% guaranteed to be second-to-bottom tier schools. Great faculty won't take jobs there. Faculty in blue states will second guess even considering a red state graduate for a grad student slot. $s are short, why risk it.

I work at a university and we have had new international faculty hires that decided in the period since early summer to forego the job. All types of university scientists from faculty, research assistants, postdocs, and graduate students, are reconsidering their place as scientists in the USA.
