I would not discount Turing as some of his computability arguments involved complexity. However, Hartmanis and Stearns were the pioneers in the sixties. I remember struggling through their book on sequential machines in the seventies.

Reminds me of Ray Kurzweil’s exponential rise of science advancement. If one zooms in, it consists of sigmoids where science/technology advances exponentially, saturates, and begins again when a new technology is discovered.
