This movie is fascinating. It has a stillness but also a comedic element to it kind of like like True Stories by David Byrne.
It also reminds me of John Waters somehow.

It’s hard to see any Spider-Man in this post apocalyptic film.

They’re a Canadian company that set up shop in the Czech Republic in the mid ‘90s, and made a ton of this kind of stuff.
It was OK. The sets were nice, and probably were reused from a somewhat higher budget movie.
Fairly impressive.
