Everyone wants to go after Trump but the way you do it is by arresting people at the bottom or middle. "Who gave you that order?" Then arrest that person. And work your way up the chain, establishing a record of evidence along the way.

Although, I guess any piece of trash you fish up from the sea or river will also draw ants if you leave it on the ground. That way you can maximize your investment.
