It seems absurd that conservation areas in Ontario aren't free to begin with.
The issue is cipro remains first-line for pen-allergic upper UTI in many healthboards, something which is not uncommon.
For GPs the choice is then between risk of sepsis and risk of cipro, with no clear numbers to guide decision.
