I wonder if the calculation is to wait... or see what London has achieved in terms of pollution/savings to the NHS/fewer lost sick days.. and make the switch for the health of the city?

Given how ULEZ has worked so well on air pollution in London I wonder if the CAZ will be further tweaked?

Is there some sort of overall plan? I can't imagine building a road network in this sort of piecemeal fashion?

I mean sure... but I don't think even the most cynical Marvel hack wants to make something bad. I do believe in TV/Film people are really trying to make the best thing they can,
