In the end I think there is a confusion between "war never changes" and that the world should never changes from the apocalyptic wasteland.

For me, Fallout 2 and New Vegas were in a way post-post-Apocalyptic games were you had your input in a changing world evolving from apocalyptic wastes.

then as a player in the game you have to make choices (which side are you on, who are your allies, etc.) that will be important for the future of the Wasteland because there will be conflict anyway, but you can tip the balance (as an aside, New Vegas was brilliant on this theme).

For me, the original meaning of “War never changes” is that it was one of the characteristics of human societies to develop/enrich themselves regardless of their status (whether they were highly developed countries or fledgling factions in ruins), and if war is inevitable,

I'll also correct my thread. It says one thing: whatever you try to build, destruction will always take over the wasteland.
I honestly think it's a very nihilistic and bad taste take on Fallout.
Ok now I'm pretty sure I really dislike the Fallout TV show.
Everything interesting in the games is just thrown in the woodchipper, it just keeps the esthetic, gore and dark humour and in the end it just doesn't have anything to say.
All style and no substance.
