A docket can cover a large area, like half of Ohio, or a single school, like Andover or Exeter. Most expensive elite high schools get their own docket. When colleges admit 14 stkids from Andover, 14 from Exeter, 14 from Boston Latin, etc and 14 from half of Ohio, they will load up on the wealthy.

I hypothesize that low levels of lower socioeconomic representation stems from several factors, but 2 big ones:
1. Poor primary & HS education
2. The docket system. Elite colleges have dockets representing an area. They admit perhaps 14 students from each docket. (continued)
