It’s not enough to just bring it back. You have to make the resources so enticing that folks who were driven away by these attacks are willing to return. You have to convince new scientists that this is stuff we truly value as a society, that they are contributing to essential and permanent work.

In the case of scientific institutions, you have to build back even bigger than before. You’re fighting the perception that these things can be taken away, that people building careers, or organizations looking for partners, can’t rely on them being around.
