Ah, I found what I was looking for! From Imai et al.'s "Unpacking the Black Box of Causality" (2011). This is coming from the angle of two experiments in which you identify A -> B and B -> C and why you cannot infer the average causal mediation effect from that.

Preventing & solving violent crime is a moral imperative.

And, as I mentioned today, it should be a scandal that we know how many hogs slaughtered in the U.S. over the past week (1,950,000) but can’t say how many crimes occurred or were solved, or how many lethal use of force incidents occurred.
