1929, Herman Potoċnik Noordung wrote a treatise on rockets and space stations which is a commonly cited work. There is some early SF too, I did some research on it for a talk, I'll see if I can find it.

There was one Austrian astronaut, his space suit is in the Natural History museum! It must mean an analogue mission, there have been a few in the region recently. But the date, and empire - not a clue!

There are some interesting studies which show that men find environmental awareness feminising. So there is definitely a gendered dimension.
