Late on this, but Octopath Traveler 0 has town building mechanics, 35 recruitable characters (not as fleshed out as suikoden or eiyuden), a predictable (and dark) but very good plot. I wholeheartedly recommend Harper Jay review kotaku.com/octopath-tra...
