No, he hasn’t. In the statement you’ve cited, he simply says the bill (which he helped negotiate) doesn’t have meaningful reforms, but he doesn’t put conditions on that. Then he says Dems “have no obligation” to vote for it, which is neither a call for Dems to vote no, or even stating he’ll vote no!

The Fourth Amendment isn’t gone, but the Trump administration has been openly and violently violating it for weeks while Senator Klobuchar has done nothing but throw money at ICE so they can keep doing it.
