Indeed, and the SEC (or notionally the FCA) exist to draw that line - by defining who is protected and how, they’re in the process defining who isn’t protected. A position that everyone is due protection is also an invitation for the scammers to retarget that mechanism.

3) At some level this is natural selection. Not all victims should be compensated.
4) This is a social media problem, not a financial service problem. Facebook etc. should pay.
5) This is a pace-of-change technology and education problem, levy a digital services tax to pay for it.

I find myself thinking about this quite a lot recently. Five incompatible answers that I subscribe to:
1) We must wean people off free, instant payments. Ultimately, consumers should pay.
2) Unless we make this entirely the banks’ problem, they will make it not at all their problem.
