Then let loose of the tail and pull that loop from the same side as the tail to tighten the other loop, followed by the tail to tighten the final loop. Then you can join and move on.

If you're looping twice (my preference), you'll follow the same procedure as single loop until it's time to tighten. Then you'll pull the tail ever so gently and only a little to see which loop it tightens.

Are you starting with a single or double wrap around your fingers? If single, you'll draw the yarn under the loop and slip stitch around it. Then follow the pattern for the first row. Before joining, pull the tail to tighten the ring. Then you can join.
