I think I remember an article saying that London, or any large city, would become uninhabitable after a very short time without electricity. No power for fridges, lifts, traffic lights, etc.

Not explaining myself well. The people being displaced don't move into a vacuum. There will be people already living there who have to adjust to accommodate the newcomers. They have to reconcile themselves to the change or not. Eg, the perception amongst some of the UK's pop regarding immigration

Not read the whole thing. From this quote, it appears he is only considering those displaced and not those receiving or being themselves displaced by the incomers and those causing the displacement.
