Hexagons are the lowest possible material to tessellate an area (that's why honeycombs use them). So if you're requiring not wasting space (except the edges), hexagons are the cheapest package design in terms of materials.

Circular is the most efficient use of material per unit of volume, and also doesn't have corners for things to get stuck in or wedged against.
But, you're right - it is the least efficient for warehouse and shelf space because circles don't tessellate. There's always going to be gaps.
