I've always thought about that too. Some people post everything from what they did on vacation, to even the food they had for breakfast.
Maybe it's for attention? Maybe it's to share the experience?

It depends on the game. If the game has an offline mode and if you have at least signed in once into steam, it should work. A lot of games now require an internet connection for anti-cheat and DRM stuff sadly 😮‍💨
