I'm not an expert by any means, however, it's my experience that when things are on fire you ask for help rather than detaining the help. Certainly not feeling any safer now that there are fewer people willing to fight the fires than there were before this.

I highly recommend the book "when we walk by" as a great resource for talking about homelessness.
