American politics makes a lot more sense when you realize that the GOP is afraid of pissing off the GOP base, and the Dems are afraid of pissing off the GOP base, but neither party is afraid of pissing off the Dem base.

Trump’s team is already saying they will not spend funds that Congress has authorized and appropriated.
There is no point in Democrats voting to fund the government only to let Trump and Musk do whatever they see fit with those funds.
